Gentlemen,

With reference to your letter of 27th February,
1935, on the subject of the establishment in the Colony of
Hong Kong of a factory for the production and filling of
ammunition, I am directed to inform you that it would be
advisable for you to engage a civil engineer or architect
in local practice to make arrangements for the purchase of
land,

The usual procedure is as follows:-
After the would-be purchaser of land has decided
on a site, conditions of sale are prepared by the Public
Works Department. If the conditions are acceptable to the applicant, the area is put up for disposal by public auction.
The parcel of land so disposed of is held on lease from the
Crom; the usual period being 75 years with an option of renewal for a further 75 years, except in the New Territories,
for which leases up to 1997 only are granted. In addition to the premium paid for the purchase of the land, an annual
rent is payable to the Crown, this varies according to the district. It would be comparatively low for the type of land
